From today's La Repubblica Palermo edition:

Hundreds of people reduced their electric bill to zero with a single jack in a distribution box and people lined up out the door of a hacker nicknamed the Magician of the Computer to pay 300 euros to have their meter's software modified so as not to register usage. A very refined maneuver, the reporte4r says, tried out in Italy only in Palermo and Naples. This one storeowner/hacker put ENEL at risk of collapse for accumulated losses of hundreds of thousands of euros since 2011. A two-year investigation has come up with the names of 6,000 suspects.

Next they will have to find out that people are stealing water. Everyone knows this happens. The streets of Ballaro` are pocked with holes, and they are not potholes, but portholes to the water pipes.
